Speaking of stewardship, the Good-Order Award goes to chairwoman Mary Frances Berry of the U.S. Civil Rights Commission for cutting through the red tape and needless bureaucratic delay that normally slows the work of the commission. Instead of wasting time on committee meetings, debates, and votes, she just decided to post a report that sprang fully formed, like Athena, from the brow of the commission's staff. I blogged this development the other day and now Eugene Volokh links to a statement issued by Abigail Threnstrom and the three other Republican-appointed commissioners:

4. This is not the place to walk through the many procedural problems posed by the release of this report. Suffice it to say that we had no idea the staff was working on the topic; it was written without input from us; it went up on the Commission web site before we received copies; the Commission is not voting on the report and we are barred from writing a dissent.

Now that's what I call reinventing government.
